Position Overview
The Executive Director of Intelligent Cross-Border Payment Infrastructure is a high-level remote leadership role responsible for designing, orchestrating, and governing Saudi-aligned next-generation financial transaction ecosystems. This role combines strategic oversight, architectural excellence, and technological innovation to develop multi-rail payment networks, AI-driven liquidity management systems, and high-velocity real-time settlement platforms capable of cross-border interoperability. The role demands expertise in distributed systems, regulatory frameworks, and global fintech best practices, with a focus on maximizing efficiency, resiliency, and compliance.
Key Responsibilities

Architect and implement scalable, real-time payment networks integrating domestic and international rails, including ISO 20022 messaging protocols, instant settlement, and multi-currency processing.

Lead the development of AI-driven liquidity optimization engines capable of predictive settlement routing, anomaly detection, and operational risk mitigation.

Design and maintain intelligent governance frameworks covering operational resilience, regulatory compliance, auditability, and dynamic risk calibration across high-volume financial flows.

Oversee the deployment of distributed ledgers, high-performance transactional databases, and secure API orchestration to enable seamless integration across regional and global financial networks.

Engage with regulators, industry consortia, and cross-border partners to ensure alignment with evolving Saudi and GCC financial legislation and digital economy strategies.

Direct large, multi-disciplinary, globally distributed engineering teams focused on building and maintaining secure, resilient, and high-performing fintech systems.

Produce executive-level reporting, technical documentation, and strategic roadmaps detailing infrastructure performance, risk analytics, and long-term operational strategy.
Required Expertise

Minimum 12–15 years in digital payments engineering, transaction architecture, global settlement systems, or enterprise fintech infrastructure.

Deep understanding of GCC payment regulations, cross-border financial systems, and international transaction interoperability standards.

Advanced proficiency in AI/ML applications for financial transaction optimization, predictive analytics, and high-frequency settlement environments.

Strong background in distributed systems, cloud-native architecture, cryptographic security protocols, and multi-rail payment orchestration.
