Role Summary

The Executive Director will lead the architectural definition, deployment, and operational governance of Saudi-oriented, next-generation digital payment infrastructures. This includes designing high-throughput transaction systems, intelligent routing engines, multi-rail settlement frameworks, and AI-optimized payment decision layers. The role ensures interoperability across domestic payment providers, regional settlement networks, and global cross-border corridors—while integrating security, resilience, and compliance into an enterprise-wide digital financial ecosystem.

Key Responsibilities

• Architect high-velocity payment engines supporting instant payments, dynamic routing, and multi-network settlement orchestration.

• Design intelligent transaction-analysis layers utilizing machine learning, behavioural detection, and predictive failure-prevention analytics.

• Create standardized multi-rail payment corridors integrating ISO 20022 messaging, regional clearing systems, and cross-border settlements.

• Develop high-assurance payment microservices, distributed event-processing pipelines, and zero-downtime multi-cloud infrastructures.

• Implement transaction-governance frameworks enabling real-time fraud mitigation, risk scoring, and regulatory-aligned compliance intelligence.

• Partner with regional financial institutions and fintech regulators to drive modernization across the Saudi digital payments sector.

• Oversee system performance modelling, stress testing, resiliency engineering, and continuous improvement cycles.

Requirements

• 12+ years in digital payments architecture, financial infrastructure design, or high-throughput transaction systems.

• Expert knowledge of ISO 20022, instant payments, multi-rail routing, secure API ecosystems, and cloud-native financial microservices.

• Strong understanding of the Saudi fintech regulatory environment and digital transformation strategies.

• Advanced degree in Financial Technology, Information Systems, Computer Engineering, or related fields.
