Position Title: Director – Cross-Border Payment Rail Engineering & DLT-Driven FX Liquidity Infrastructure

Strategic Imperative:
As Oman amplifies its fintech sovereignty and payment liberalization agenda under Vision 2040, a critical void exists in engineering ultra-resilient, frictionless, DLT-backed cross-border payment systems. The Director of Cross-Border Rail Engineering will own the end-to-end design, launch, and maintenance of a pan-regional instant payments backbone that integrates seamlessly with the GCC Real-Time Gross Settlement (RTGS) system and regional FX nodes.
Principal Duties:

Architect a token-based interbank settlement platform utilizing hybrid DLT consensus (PBFT + PoS) with embedded FX smart contract logic for instant liquidity conversion and reconciliation.

Interface with central banks, correspondent banks, and fintech payment processors to develop an ISO 20022-compliant messaging and settlement layer, ensuring both syntactic and semantic harmonization.

Engineer bilateral and multilateral liquidity corridors incorporating dynamic slippage optimization and tokenized netting solutions for GCC-Asia and GCC-Africa flows.

Establish governance mechanisms for dynamic currency bridging, off-chain/on-chain atomic swaps, and identity-linked cross-border remittance tracking.

Pilot interoperability bridges with retail CBDCs (e.g., Project mBridge) while integrating anti-fragmentation controls and programmable compliance rails.
Candidate Profile:

At least 10–15 years in high-performance payment infrastructure development or cross-border FX rail design.

Deep knowledge of DLT protocols (e.g., Avalanche Subnets, Stellar, Quorum) applied to institutional finance use cases.

Familiarity with the mechanics of FX clearing, liquidity routing, and settlement finality in GCC monetary systems.

Strong grasp of Oman’s regulatory transformation in the fintech domain, including digital banking charters and open finance initiatives.
Strategic Differentiator:
Priority will be given to candidates who have engineered smart liquidity hubs across currencies or helped co-develop cross-jurisdictional CBDC corridors using DLT interoperability frameworks.
