📌 Executive Summary
As the GCC shifts toward open financial architecture and cross-border digital trade, Bahrain is initiating a project to build the region’s first AI-native regulatory harmonization engine—a live infrastructure to translate, reconcile, and enforce multilateral fintech rulesets in real time. This role leads the creation of the Middle East’s most advanced compliance and supervisory technology platform.
🧩 Key Responsibilities

Unified AI Compliance Operating System (CAIOS): Build and scale a centralized AI engine trained on global financial regulations, AML/CTF protocols, fintech licensing frameworks, and Shari’ah constraints to automate risk classification, license reconciliation, and smart enforcement.

GCC Passporting Protocol Builder: Lead the development of Bahrain’s fintech regulatory passporting infrastructure, enabling seamless, compliant entry for fintechs across Oman, UAE, KSA, and Kuwait with AI-aided dynamic regulatory guidance.

AI-Driven Sandbox Risk Modelling: Establish adaptive regulatory sandboxes capable of learning from prior experiments, auto-generating compliance benchmarks, and grading innovations on capital adequacy, consumer protection, and system risk thresholds.

Regulatory Knowledge Graphs & Ontology Design: Architect intelligent knowledge layers to map complex legal frameworks, enabling instant multi-lingual, multi-jurisdictional alignment with real-time rule parsing.

Digital Regulator–Fintech Diplomacy Interface: Design dashboards for regulators and fintech leaders that visualize shared risk layers, emerging non-compliance patterns, and multilateral enforcement symmetry across markets.
🧠 Desired Qualifications

15–20 years in financial regulation, RegTech, legal informatics, or fintech policy architecture.

Experience designing regulatory ontologies, semantic rule processing engines, or compliance AI products.

Familiarity with FATF standards, Islamic finance regulations, GDPR-equivalent data frameworks, and emerging digital asset legislation.

Ph.D. or equivalent in Computational Law, Legal AI Systems, or Financial Regulation.

Strong leadership in cross-border regulatory negotiation and data ethics governance.
