Strategic Mandate:
As part of Kuwait’s national pivot towards a diversified and innovation-driven economy, this newly created Chief Digital Finance Transformation Officer (CDFTO) role invites elite candidates capable of driving high-level restructuring and modernization of Kuwait’s traditional financial institutions. Operating in a remote executive capacity, the candidate will lead multi-layered digital initiatives that combine open finance, AI-augmented lending models, core system reengineering, and embedded sustainability-driven finance platforms.
The CDFTO will operate in synergy with national fintech accelerators, Kuwaiti Shariah banks, sovereign data economy platforms, and technology innovation arms to oversee enterprise-wide transformations that enable legacy banking systems to become agile, scalable, and future-ready.
Primary Objectives:

Architect and govern the comprehensive digital transformation blueprints for Kuwait-based legacy institutions transitioning into AI-powered, customer-centric fintech hybrids.

Lead the modular migration of COBOL-based banking cores into API-first, microservices-based digital cores with low-code extensibility and embedded RegTech controls.

Oversee development of ESG-compliant lending ecosystems that align with Kuwait’s Vision 2035 and support environmentally intelligent financial decision engines.

Create a new hybrid operating model that integrates AI-enabled personal finance advisors, tokenized customer reward frameworks, and intuitive UX micro-interactions.

Establish a central governance layer that monitors transformation KPIs, regulatory thresholds, and real-time analytics pipelines for continuous innovation monitoring.
Candidate Requirements:

Master’s or Doctoral degree in Digital Financial Systems, Technology Management, or Enterprise Transformation Strategy.

At least 12 years in digital transformation leadership within financial institutions, including 5+ years focused on GCC or MENA operations.

Extensive experience with Open Banking, CX-led fintech migration, core banking cloud transformation, and financial AI orchestration.

Previous leadership of cross-border digital finance modernization programs, preferably with a national regulator, is strongly preferred.
Technical Expectations:

Deep proficiency in Temenos, Finacle, Thought Machine, or Mambu ecosystems; comfort managing transition from mainframe to SaaS banking layers.

Experience with composable banking frameworks, API orchestration, DevSecOps for finance, and hybrid/multi-cloud integrations.

Familiarity with RegTech overlays, sustainability reporting engines, and predictive behavioral lending analytics.
